Ukraine launches new trade investigations and adopts definitive anti-dumping measures

Following the decisions of the Interdepartmental Commission on International Trade (the ICIT), on December 24, 2021 Ukraine launched two new trade investigations:

  • anti-dumping investigation against imports of glass containers falling under customs codes 7010 90 10 90, 7010 90 43 00, 7010 90 45 00 and 7010 90 53 00, originating from Belarus. The investigation is expected to be concluded within one year (may be extended to 18 months) and may result in definitive duty on imports, and
  • safeguard investigation against imports of certain types of cheese of all origin falling in heading 0406 of the customs code. The investigation is expected to be concluded within nine months (may be extended to 11 months by the investigation authority) and can result in imposition of import duty or quotas, if this proves necessary.


The deadline for registration as interested parties for both investigations is January 22, 2022.

The ICIT also voted to apply definitive anti-dumping duties on imports of plywood, potato starch and wood chipboard for a period of five years. For plywood, the anti-dumping duty applies to imports from Belarus and ranges from 25,71% (for cooperating producers) to 41,35% (for the rest of plywood producers). For potato starch applies 23,8% anti-dumping duty on imports from Belarus. For wood chipboard the duty is 18,19% (on imports from the Russian Federation) and 45,11% (on imports from Belarus).

In addition to applying new definitive measures, following the sunset review the ICIT also decided to extend 31,58% anti-dumping duty on imports of wet-type fiberboards originating from the Russian Federation for another five-years period.

The relevant notices on initiation of the new investigations and adopting definitive measures were published on December 24, 2021.
